Flags are at half staff Wednesday in honor of New River Valley delegate James Robert Dobyns.
Dobyns passed away Jan. 1. A statement from Governor Bob McDonnell's office said Dobyns, "served in the military during World War II, and in the 1980s he was elected to the Virginia House of Delegates, where he served for seven years, holding membership on the Education, Roads, Mining, Agriculture and Finance Committees."
