Interchange At Busy Prince William Intersection Gets $2.5M Federal Aid

WOODBRIDGE, VA — As Prince William County plans an interchange to address congestion at a busy intersection, Rep. Abigail Spanberger presented a ceremonial check Tuesday for the future $2.5 million in federal funding to support the project.

Funding for the Minnieville Road-Prince William Parkway Interchange Project was included in the U.S. appropriations bill passed by the U.S. House and Senate and signed by President Joe Biden. The $2.5 million was part of community project funding requests that House representatives could make. Spanberger worked with Prince William County officials to make the federal funding request. Virginia's U.S. Sens. Mark Warner and Tim Kaine also worked to ensure the project stayed in the Senate funding package.

"The Minnieville Road-Prince William Parkway Interchange Project will relieve some of the congestion that Northern Virginians are all too familiar with and help keep Virginians safe on the road," said Spanberger in a statement. "With this funding, we are helping to meet the growing demands of this community and putting the pieces together to support this region’s continued growth and economic development."

The Minnieville Road-Prince William Parkway Interchange Project seeks to address congestion due to heavy through traffic and turning vehicles at the intersection, according to Spanberger's office. The project will construct a single point urban interchange at the Minnieville Road and Prince William Parkway intersection, as well as add sidewalk and trail segments for pedestrian and bicyclists.

Along with addressing congestion, the project seeks to reduce crashes at the intersection; improve connectivity to Interstate 95, Potomac Mills and Dale City; improve pedestrian and bicyclist access and support economic development.

Neabsco District Supervisor Victor Angry said on his website that the Minnieville Road-Prince William Parkway project is a "major component for the commencement of the long-awaited Quartz District." The mixed-use Quartz District with residential, retail and office uses is being planned on undeveloped land northwest of the intersection.

The interchange project has already received partial funding of $10 million for design work from the Northern Virginia Transportation Authority. More funding will come from Quartz District developer Buchanan Partners. A 2019 bond referendum approved by voters provided $60 million in debt funding for the project.

The Board of County Supervisors endorsed final design for the interchange in October 2023. Officials expect construction to begin in Spring 2025 and end in Spring 2027.
