WOODBRIDGE, VA—A man was arrested Wednesday night after strangling a woman at an apartment in the 1000 block of Walnut Street, according to Prince William County Police. Joshua Carl Sims, 34, of the same address, was charged with strangulation and domestic assault and battery.Shortly after 11:30 p.m., police arrived at the scene for a reported domestic incident. A 46-year-old woman said she and Sims—an acquaintance—had been in an argument that escalated. That's when he struck her in the upper body and then choked her. The woman eventually broke free from Sims, fled the home and contacted police. She was taken to a nearby hospital for treatment of minor injuries.
