Construction Beginning For I-95 Interchange Project To Address Bottleneck Area
A problematic area of I-95 with a traffic bottleneck is getting improvements through a VDOT project starting construction.

WOODBRIDGE, VA — A project to address an area of Interstate 95 experiencing frequent bottlenecks is kicking off construction.
The Virginia Department of Transportation is planning improvements at the I-95 interchange with Route 123/Gordon Boulevard in Woodbridge. The project is a result of a Strategically Targeted Affordable Roadway Solutions (STARS) Study to assess potential changes and I-95 Corridor Improvement Plan to improve travel along I-95 in Virginia.
The project will replace the northbound Route 123 loop ramp to southbound I-95 with a signalized left turn to the ramp to southbound I-95. The southbound Route 123 ramp to southbound I-95 will be widened from one to two lanes. In addition, VDOT will move the Route 123 and I-95 Express Lanes ramp intersection slightly south, realign the southbound I-95 ramp to northbound Route 123, and widen and replace the beams and deck of the southbound I-95 bridge over Occoquan Road. A shared-use path will be added along northbound Route 123 between Annapolis Way and Devil's Reach Road.

Single-lane closures have begun on Route 123 and southbound I-95 for clearing and grubbing for the project. VDOT will announce construction meeting over the summer at a later time.
The $76 million interchange project is receiving federal and state funding. Construction along southbound I-95 and the bridge over Occoquan Road will be completed in late 2027, while all of the interchange improvements will be finished in late 2028.

In other news, drivers should expect a ramp closure at the interchange due to paving work. VDOT says the northbound I-95 ramp to southbound Route 123 (Exit 160A to Woodbridge) will be closed from 11:59 p.m. Tuesday, May 6, to 4 a.m. Wednesday, May 7. Non-truck traffic will be detoured via northbound I-95, northbound Route 123 (Exit 160B to Occoquan and Lake Ridge), and a U-turn at Devils Reach Road back to southbound Route 123. Truck traffic will be detoured via northbound I-95, northbound Route 123 (Exit 160B to Occoquan and Lake Ridge), westbound Old Bridge Road (Route 641), southbound Occoquan Road (Route 906 South) and left turn on Horner Road back to southbound Route 123.
A similar ramp closure will happen Monday into Tuesday at the southbound I-95 ramp to westbound Prince William Parkway (Exit 158B – Route 294 West to Manassas). The ramp will be closed from 11:59 p.m. Monday, May 5, to 4 a.m. Tuesday, May 6. Traffic will be detoured via southbound I-95, eastbound Prince William Parkway (Exit 158A - Route 294 East to Woodbridge) and the northbound I-95 collector-distributor lanes back to westbound Prince William Parkway.
