Caucus To Determine Democratic Nominee For VA House Special Election

Two candidates are running for the Democratic nomination in the special election to fill the Virginia House of Delegates seat.

PRINCE WILLIAM COUNTY, VA — A caucus will be held Tuesday to determine a Democratic nominee for a Virginia House of Delegates special election in Prince William and Stafford counties.

The Prince William County Democratic Committee and Stafford Democratic Committee will host the unassembled caucus for the Virginia House of Delegates 23rd District. Voters in the district can participate Tuesday, from 12 p.m. to 7 p.m. at Dumfries Community Center (17757 Main St, Dumfries, VA) in Prince William County or Porter Branch Library, Room 3 (2001 Parkway Boulevard Stafford, VA) in Stafford County.

There are two candidates running for the Democratic nomination — Woodbridge District Supervisor Margaret Angela Franklin and businessman Muhammed “Sef” Casim.

Voters may participate in the caucus if they are registered to vote in the 23rd House District, show proof of address or photo ID, accept the Democratic Party's values and meet other requirements outlined in the call to caucus.

On Friday, House Speaker Don Scott announced a special election on Jan. 13, 2026 to fill the 23rd House of Delegates seat. Del. Candi Mundon King, is stepping down after being appointed by Governor-elect Abigail Spanberger as secretary of the commonwealth. The Virginia Public Access Project labels the district as strong Democratic.
