He was charged with burglary and defrauding a garage keeper.

A 30-year-old West Virginia resident was charged with burglary and defrauding a garage keeper after New Dominion Towing reported that the accused had allegedly stolen his vehicle back from the garage, Prince William County police spokesperson Jonathan Perok said.
Police responded to New Dominion Towing at 14381 Pine Ln. in Woodbridge at 9:43 p.m. on July 14.
"The investigation revealed that an employee had recently towed a vehicle, belonging to the accused, and transported it to their lot," Perok said. "The accused went to the tow lot and attempted to make contact with staff. After discovering the business was unoccupied, the accused made entry and located his vehicle in a garage. The accused opened the garage bay door and was able to leave the area in his vehicle."
