UPDATE: Jail Officer, Woodbridge Man Charged with Murder-for-Hire

Update May 17, 2012, 2:05 p.m.:

Prince William County police have made an additional arrest in the murder-for-hire case released on May 13.

Woodbridge resident Ralph Lester Justice, 61, has been charged with conspiracy to commit forcible sodomy after an investigation into the alleged murder-for-hire, police said.

“At the time, Justice was employed as a jail officer at the Prince William County Adult Detention Center. The investigation revealed that Justice conspired with Rusinack to have the victim arrested for a crime then placed in the ADC,” said Prince William County police public information office Jonathan Perok in a press release. “Once at the ADC, the plan involved having the victim placed in a situation where the victim would be sexually assaulted.”

Perok said these plans were discussed prior to the solicitation to commit murder, which Rusinack was arrested for on May 12.

Justice’s court date is set for June 13, 2012, and he is being held on a $3,000 secured bond.

Prince William County Police have charged a Woodbridge man with solicitation to commit capital murder. 

An investigation by the Homicide Unit of Prince William County Police Department and the ATF Northern Virginia Violent Crimes Task Force revealed that a murder-for-hire was allegedly arranged in the 15800 block of Donald Curtis Drive in Woodbridge. 

Once detectives had learned of the arrangement, Michael George Rusinack was investigated and charged without incident on May 12.

“The investigation revealed that on May 10, the accused made arrangements with an acquaintance to have the victim, a 28-year-old Woodbridge man, killed,” said Prince William County public information officer Jonathan Perok in a release. “The accused and the victim had been involved in a continuous domestic-related feud.”

Rusinack’s court date is set for June 13. He is being held without bond.
