Brookfield Massage Parlor Loses License Amid Prostitution Claims

BROOKFIELD, WI — The City of Brookfield Common Council voted Tuesday to revoke a massage parlor's business license amid allegations of prostitution.

The city's Legislative and Licensing Committee forwarded the recommendation against Y.L. Healthcare, 14460 West Capitol Dr., on Feb. 1.

A report from the committee detailed the allegations, including complaints from the City of Brookfield Police Department.

"Y.L. Healthcare, LLC allowed its massage therapists to perform sex acts in exchange for money on the premises," the report said.

The report claims the business operates late at night, keeps its front and rear doors locked during the day, and is "listed on websites dedicated to finding and reviewing parlors which provide sexual favors in exchange for money."

Y.L. Healthcare is also accused of allowing a massage therapist to work without a state license.

The committee's report documents police investigations into the massage parlor.

In 2017, an anonymous person complained that he had received a massage and a sexual favor there, according to the report. In June 2021, an investigator received several more complaints from neighbors of "suspicious activity," and in August 2021, an employee at the parlor told police she didn't have a massage license, the report said.

The business was cited for locking its doors during the day and employing an unlicensed massage therapist, according to the report.
