Wisconsin Voters Will See 95 Referendum Questions On April 7
Here is the full list of referendum questions that Wisconsin voters will see on April 7. They range from pet breeding to alcohol sales.

MILWAUKEE, WI — On April 7, voters across Wisconsin will see referendums, also known as ballot questions, on their ballot. In total, Wisconsin voters will see 95 questions on ballots issued in the state's 72 counties. The most common question is whether the local school district can ask for more money.
In many counties across Wisconsin, voters will be asked whether they want to support their local school district exceeding state revenue limits for various projects. The largest of these asks comes in Racine County, where voters will consider an approximately $1 billion, 30-year referendum to approve numerous construction projects.
Across Wisconsin, voters will be asked whether to support an edit of the state constitution to expand rights for crime victims. Voters in several counties will be asked whether they want to see the creation of a non-partisan panel to spearhead voter redistricting efforts across the state pertaining to state representatives and senators.

In Spring Green, voters will decide whether they can breed dogs and cats and sell them for medical research. Additionally, voters will decide whether conducting such research in Spring Green amounts to "offending public morals and decency."
Voters in the Town of Clinton will see a referendum on their ballot asking them whether they would like to allow the sale of alcohol beverages in their town.

Voters in several Wisconsin towns will be asked whether they want to "seek to reclaim democracy from the expansion of corporate personhood rights and the corrupting influence of unlimited political contributions and spending."

Additional rights of crime victims.
Shall section 9m of article I of the constitution, which gives certain rights to crime victims, be amended to give crime victims additional rights, to require that the rights of crime victims be protected with equal force to the protections afforded the accused while leaving the federal constitutional rights of the accused intact, and to allow crime victims to enforce their rights in court?”
Chippewa Valley Technical College Referendum
"Shall Chippewa Valley Technical College District, Wisconsin be authorized to issue pursuant to Chapter 67 of the Wisconsin Statutes, general obligation bonds or promissory notes in an amount not to exceed $48,800,000 for the public purpose of paying the cost of capital expenditures for the purchase or construction of buildings, building additions, remodeling and improvements, the acquisition of sites, and the purchase of fixed and other equipment at District locations, including, but not limited to, Eau Claire, River Falls, Chippewa Falls, Menomonie, the Emergency Services Education Center, the Manufacturing Education Center, a new Transportation Education Center, and land near the current River Falls Campus?"

Ashwaubenon School District Referendum - Question 1
"Shall the Ashwaubenon School District, Brown County, Wisconsin be authorized to exceed the revenue limit specified in Section 121.91, Wisconsin Statutes, by $730,000 per year for five years, beginning with the 2020- 2021 school year and ending with the 2024-2025 school year, for non-recurring purposes consisting of expenses associated with providing student mental health services and utility expenses associated with operating HVAC (air conditioning) systems?"
Ashwaubenon School District Referendum - Question 2
Shall the Ashwaubenon School District, Brown County, Wisconsin be authorized to issue pursuant to Chapter 67 of the Wisconsin Statutes, general obligation bonds in an amount not to exceed $10,050,000 for the public purpose of paying the cost of a District-wide school improvement program consisting of: safety and security improvements; adding air conditioning to certain District facilities; facility and building infrastructure updates and site improvements; and acquisition of furnishings, fixtures and equipment?

Siren School District Referendum
"Shall the School District of Siren, Burnett County, Wisconsin be authorized to exceed the revenue limit specified in Section 121.91, Wisconsin Statutes, by $300,000 per year for three years beginning with the 20202021 school year and ending with the 2022-2023 school year, for non-recurring purposes consisting of operating and maintaining buildings and facilities, sustaining current programs and services, and other ongoing operational expenses?"

Shall the School District of New Holstein, Fond du Lac, Calumet and Sheboygan Counties, Wisconsin be authorized to issue pursuant to Chapter 67 of the Wisconsin Statutes, general obligation bonds in an amount not to exceed $8,000,000 for the purpose of paying the cost of a school facility improvement project consisting of: renovations and improvements at the Elementary School and the High School, including HVAC upgrades; site improvements; and acquisition of furnishings, fixtures and equipment?

City of Colby Dog Limitation Referendum
Should City of Colby Ordinance Section 7-1-18 which sets forth the limitation on the number of dogs that may be kept in one household be increased from its current two (2) dogs per household to a new limit of three (3) dogs per household and Section 7-1-3 (b)(3) which sets forth the requirement for a dog "kennel" license be increased from its current three (3) or more dog requirement to a new four (4) or more dog requirement.

"RESOLUTION TO EXCEED REVENUE CAP COMMENCING WITH THE 2020-21 SCHOOL YEAR. BE IT RESOLVED by the School Board of the Osseo-Fairchild School District, Trempealeau, Eau Claire, Jackson and Clark Counties, Wisconsin, that the final school district budget shall include amounts, set forth below, in excess of the revenue limits imposed by Section 121.91 of the Wisconsin Statutes each year for a period of four years on a non-recurring basis for the purpose of paying District operating costs as follows: $575,000 for the 2020-21 school year, $725,000 for the 2021-22 school year, $875,000 for the 2022-23 school year and $975,000 for the 2023-24 school year.
Question I: Shall the School Board of the Osseo-Fairchild School District be authorized to exceed the revenue limit under Section 121.91 of the Wisconsin Statutes each year for a period of four years on a non-recurring basis for the purpose of paying District operating costs as follows: $575,000 for the 2020-21 school year, $725,000 for the 2021-22 school year, $875,000 for the 2022-23 school year and $975,000 for the 2023-24 school year as provided in the foregoing resolution?"

"INITIAL RESOLUTION AUTHORIZING ISSUANCE OF GENERAL OBLIGATION BONDS IN AN AMOUNT NOT TO EXCEED $3,900,000. BE IT RESOLVED by the School Board of the Osseo-Fairchild School District, Trempealeau, Eau Claire, Jackson and Clark Counties, Wisconsin, that there shall be issued, pursuant to Chapter 67, Wisconsin Statutes, General Obligation Bonds in an amount not to exceed $3,900,000 for the purpose of paying the costs of improvements to the District’s buildings and grounds and equipment acquisition including: building and site maintenance projects; expansion and remodeling of technical education spaces and acquisition of related equipment; and district-wide technology upgrades and replacements.
