Here are the top stories today in Phoenix:

  1. The city of Phoenix is considering increasing financial incentives to landlords who rent to low-income residents. People who use Section 8 housing vouchers to pay their rent have few housing options to choose from. Those in Section 8 pay up to 30 percent of their monthly income in rent and federal funding covers the rest. But with the private rental market so hot, it's hard to find landlords willing to rent to those using Section 8 vouchers. (KJZZ)
  2. Black Muslim man Muhammad Muhaymin died four years ago while Phoenix Police officers knelt on his neck and shoulders. And for years the city fought to keep documents in the lawsuit over his death secret. As it attempted to put a gag order on the attorneys who filed the suit, the city claimed that the lawyers' comments put Phoenix Police officers in danger in the wake of George Floyd's death at the hands of a Minneapolis police officer.   3. Services are scheduled for this weekend for Najib "Jubi" Monsif, whose remains were found in a canal pump station in Mesa last week. A massive manhunt was launched following Monsif's disappearance on Sept. 23. Police believe that Monsif ended up in the canal near his home in Scottsdale shortly after he was last seen, but they admit they still don't have all the answers on how he ended up there.
