The increases mostly affect a wide0range of students including online, graduate, out of state students, and incoming freshman.

TUCSON, AZ – The Arizona Board of Regents unanimously voted to increase tuition at Arizona State University, the University of Arizona, and Northern Arizona University. The increases go in effect for the next school year, 2018-19.
The hikes affect almost everybody except current resident undergraduates. Arizona State chose not to raise their tuition while students at University of Arizona and Northern Arizona are locked into programs that guaranteed their tuition.
The Board of Regents says that the combined tuition and mandatory fee rates range from an increase of .3 percent to 4.6 percent for resident undergraduate students and from 1.6 to 6.9 percent for resident graduate students.

"it's good news for students and families that the rate of tuition and fee increases continues to be minimal, Arizona Board of Regents Chair Bill Ridenour says. "This is important as we work to keep a quality, public higher education affordable for students in Arizona.
Our board has worked to continue an ongoing, multi-year effort to slow tuition increases and improve predictability for students and families with resident undergraduate tuition increases averaging less than 3 percent per year from 2013 and 2018."
