Khartoum Looks to Expand, Commission Recommends Approval

The establishment only asks for a 3.5 percent increase in capacity.

The Campbell Planning Commission meets tonight at City Hall, 7:30 p.m., to discuss a single item on the agenda: a conditional use permit and an administrative planned development permit to allow to expand its capacity from 140 to 145.

According to staff report, the planning commisssion is recommending approving the permits because the request does not "intensify" the use of the current establishment.

Khartoum, established in and around 1973 has been a responsible operator, with a "modest number of calls for service", Campbell Police stated in the staff report.

Tonight's hearing stems from a code enforcement violation in August 2011, finding that the business had converted a 524 square-foot storage room into a game room without the proper permits.

In addition to the unpermitted expansion, the business was not in compliance with the city's "late night use ordinance," which requires all businesses operating after 11:00 p.m. and before 6:00 a.m. to have an administrative planned development permit for the continuation of its late-night hours.

Following this, the owner Jeffery Brigham assembled the necessary paperwork for the CUP application but died before completion. Derek Austin, legal representative of BCB, Inc. has assumed the role of the applicant's representation.

The expansion of the game room includes a secondary bar, seating and several "arcade-style" games and will bring the total square footage of the establishment from 2,364 to 2,887.
