With two decades of experience, Howe is both the county librarian and executive director of the Santa Clara County Library District.
Howe has proven that principles matter. In 2017, when the state government changed their grant qualifications requiring English as a second language (ESL) participants to provide social security information, Howe declined the funding on behalf of SCCLD in support of patron privacy and protection.
