What Should Go At Channel Street and Via Lacqua?

Retail gets pretty thin driving went on Grant Avenue.

But a south turn at the corner of Channel Street and Via Lacqua leads to the Pacific Ranch Supermarket and other neighborhood services, including the Friendly Wash and Dry Laundromat (see attached map).  

It seems like a tired little strip with a vacancy or two, such as this street-side shop pictured above.

What should go there? Could neighborhood customers support it? Or are neighborhood shops and shopping strips endangered retail species?
