Contra Costa Cities Report Cyber-Security Incidents

BREAKING: One city has declared a state of emergency and said the public can expect delays in non-emergency services.

CONTRA COSTA COUNTY, CA — At least two cities in Contra Costa County were recovering from cyber-security incidents that took place late this week.

The city of Oakley reported Thursday it was hit by a ransomware attack. The city's Information Technology —IT — Division was coordinating with law enforcement and cybersecurity professionals to actively investigate the severity.

Emergency services including 911, police, fire and ambulance were not impacted, the city said.

"In an abundance of caution, the City Manager has declared a local state of emergency, the City’s Emergency Operations Center has been partially activated, and IT has taken affected systems offline while we work to safely secure and restore services," the city of Oakley said in a news release. "While this work is being done, the public should expect delays in non-emergency services from the City. We are actively monitoring the situation and will provide updated information as it becomes available."

Friday night, the city of Pleasant Hill announced the Pleasant Hill Police Department was investigating an incident that on the city's computer infrastructure Thursday afternoon.

"City of Pleasant Hill IT professionals detected and responded to a cyber intrusion targeting the City’s computer servers," the city of Pleasant Hill said. "The intrusion was quickly isolated in order to minimize any damage."

The extent of the intrusion was being evaluated and the incident remained under active investigation Friday night.

"The City is following established best practices in resolving the situation. City services remained operational at all times, and public safety was never compromised," the city of Pleasant Hill said. "As more information becomes available, updates will be provided."
