Dublin Likely To Advance Affordable Housing For Residents With Disabilities

DUBLIN, CA — On Tuesday, the Dublin City Council will most likely vote to take an important step toward bringing affordable housing for residents with intellectual and developmental disabilities.

The agenda’s consent calendar features a resolution to declare a 1.83-acre parcel in the Dublin Centre area as Exempt Surplus Land, which would allow it to transfer the land directly to the developer and bypass a competitive bidding process typically required for publicly owned land. This makes the project more competitive for state funding opportunities, including programs under the California Department of Housing and Community Development, according to a city staff report.

A developer donated the parcel in the area around Dublin Boulevard and Brannigan Street in December 2022 as a future affordable housing project as part of the Dublin Centre Development Agreement. In November 2024, the city entered into an agreement with Sunflower Grace, L.P. to build Grace Pointe, a 60-unit project that will provide long-term, affordable housing for individuals with intellectual and developmental disabilities. All units except for one manager’s unit will be reserved for low and very low-income households (making 80% or below of the area median income) for 55 years.

The project aligns with multiple goals in Dublin’s 2023-2031 Housing Element,, including expanding affordable housing options and supporting special-need populations, according to city staff.

If approved, the resolution will be submitted to the California Department of Housing and Community Development for further review.
