28 Dogs Found In Windsor Garage Found, Owner Arrested

Police describe finding "abundant fecal matter," limited or no food, and dirty water in the garage where deputies found 28 dogs Tuesday.

WINDSOR, CA — More than two dozen dogs confined to a Windsor garage with little or no access to food or water, some with open cuts amid soiled bedding, were discovered by police Tuesday.

Windsor Police deputies, on a routine probation check of the owner, found 28 dogs — including puppies and adult mixed-breed terriers — in a garage on the 7000 block of Hastings Place, spokesman Sgt. Jeff Toney said. All were confined to the garage, according to Toney.

Police described finding “abundant fecal matter,” limited or no food, and dirty water in the garage. Three dogs were in a crate on “heavily soiled bedding,” and one had a large open cut above the right eye.

Deputies called North Bay Animal Services, which picked up the dogs. Of the dogs, two needed urgent care and were taken to a local animal hospital, Toney said.

Police said they arrested owner Christina Urrutia, 35, at the house, charging her with animal cruelty, unlicensed dog possession, operating a commercial kennel without a license, and probation violation.
