XI. ACTION ITEMS. Requests without funding

1. SCHEDULING OF TRAINING DATES
The Department of Neighborhood Empowerment requires the ASNC board to complete three DONE trainings Ethics (2 hours), Funding Program (2 hours), and Brown Act (1 hour), plus recommends the City Attorrney’s Workplace Violence training. The trainings will help to remedy problems that have resulted in the suspension of ASNC’s participation in the
Neighborhood Council Funding Program. [Martha Benedict: 10 minutes]

2. TRAINING APPEAL
The ASNC should formally appeal DONE’s decision to invoke mandatory treasurer training for all its board members.

3. LETTER SUPPORTING LIGHTING OF HERMON SIGN
Hermon Local Issues request that the ASNC provide a letter of support to the Councilman Jose Huizar in regards to the lighting for the Hermon monument sign located on the 5900 block of Monterey Road. A draft letter of support will be provided at the Board meeting. [Darlene Martinez: 5 minutes]

4. NORTH CENTRAL ANIMAL SHELTER EMPLOYEE TERMINATIONS
Motion to approve a letter requesting Councilmember Ed Reyes to initiate investigations as to why Department of Animal Services is attempting to discharge 13 employees [from] the North Central Shelter (Lacy St) for allegedly falsifying their time cards last February-March. These employees are claiming they did not falsify time cards and were following their supervisor’s direction, who had in turn received approval from North Central’s Captain to split up the work furlough day into two pieces for payroll purposes. 5. ADD CODE OF CONDUCT TO ASNC BYLAWS
The ASNC Rules & Elections Committee will formulate a code of conduct for the board to adopt that all present and future board members must adhere to, plus define the process to sanction and/or remove members who fail to comply, to be added to the ASNC Bylaws. [Roy Payan: 5 minutes].

6. REQUEST RESIGNATION OF ASNC BOARD MEMBERS SEEKING TO FORM A HERMON NC
It is requested that ASNC board members who have promoted, sanctioned or otherwise encouraged the community of Hermon to secede from the ASNC resign as board members immediately. Their actions are a clear indication that these board members are not acting nor in the future will act in the best interest of the ASNC and its ideals. Further, these board members seek to dismantle the ASNC as it is defined today by this action. [Jim Henderson, Monterey Hills stakeholder: 5 minutes].

7. REQUEST ASNC AMEND ITS BYLAWS TO INCLUDE A REMOVAL PROCESS FOR BOARD MEMBERS
Request that ASNC amend its Bylaws to include a process whereby board members who have violated ethical or legal standards can be removed from office. [Robert Hawkes, Monterey Hills stakeholder: 5 minutes

8. COMMUNITY IMPACT STATEMENT REGARDING BUS SHELTERS AND BENCHES
The ASNC should submit a formal Community Impact Statement (CIS) in support of City Council motion #11-1068-S1 (Huizar – Krekorian) re: fair and equitable upkeep of bus benches and shelters by L.A. Metro, regardless of location. In Dec. 2011, the Federal Transit Administration Office of Civil Rights reported that these structures in Los Angeles were “significantly better in non-minority and non-low income communities . . .” than in minority/low-income communities -- which are more dependent on public transportation. [A proposed CIS statement (~450 characters), will be made available at the regular Board meeting.] [Joseph Riser: 5 minutes]
