City Of Laguna Niguel: Local Roadway Safety Plan
The purpose of the LRSP is to provide a proactive approach to addressing safety needs for motorists, bicyclists, and pedestrians.

In January 2021, City staff applied and secured a grant from the California Department of Transportation (Caltrans) to prepare a Local Roadway Safety Plan (LRSP). The awarded grant amount of $54,000 was based on population and miles of roadway owned and maintained by the City. In March 2021, the City awarded a Professional Services Agreement to Mark Thomas & Company, Inc. to prepare a LRSP. To view the staff report, please CLICK HERE. The preparation of a Local Roadway Safety Plan (LRSP) supports the City's commitment to preserving a high quality of life by enhancing public safety on the City's roadway network. The purpose of the LRSP is to provide a proactive approach to addressing safety needs for motorists, bicyclists, and pedestrians on roadways managed by the City.
As part of an ongoing effort to identify and implement roadway safety improvements, the intent of an LRSP document is to:

- Evaluate and plan for focused improvements on local highway safety needs.
- Maintain eligibility for future Highway Safety Improvement Program grant funding opportunities.
- Evaluate crash history affecting all transportation modes.
- Identify crash types and locations.
- Develop recommendations for improvements.
- Develop a Working Group with stakeholders representing multiple disciplines.
LRSPs have proven to reduce fatalities on local roads in states that have implemented them, and implementation of the City's drafted LRSP will improve transportation safety for the City's residents and visitors.
