Apartments Under Construction In Lake Elsinore Now Eyed As Condos

The project is located at the northwest corner of Graham Avenue and Lowell Street in historic downtown.

LAKE ELSINORE, CA — A five-unit apartment complex under construction in Lake Elsinore's historic downtown will likely become condominium units.

On Tuesday, Lake Elsinore City Council will discuss whether to allow the .34-acre lot at the northwest corner of Graham Avenue and Lowell Street to be subdivided and the five apartment units converted to condos.

In October 2018, City Council approved the development of three two-story apartment buildings at the site. Two of the buildings are each supposed to contain two apartments and garages, while the other building is expected to include one larger apartment unit and a garage.

On August 22, 2022, a building permit was issued and construction continues at the site.

But now the project is slated to become condos.

Last month, the Lake Elsinore Planning Commission held a public hearing about the planned switch. In a 3-0 vote and without comment, the commissioners recommended approval of the project to City Council.

No public comments were provided during the hearing, and only the applicants — Eric and Connie Kong of China Star International, Inc. — were present. They were not asked to speak about the proposal.

There are no design changes to the project. The project site is zoned Residential Mixed Use, which allows a mix of residential and non-residential uses.
