Moraga has been working on its latest General Plan update in two phases. Phase One was completed in early 2023 and included the state-mandated 2023-2031 Housing Element and related amendments to keep the Plan internally consistent. Phase Two is underway now and updates the remaining elements: land use, transportation, open space, conservation, noise and safety.
Under Measure J, Moraga and all other jurisdictions in Contra Costa County must also adopt a growth management element and depending on local demographics, an environmental justice element. Moraga is not required to adopt the latter at this time.
