Secure Community Network Welcomes Miguel Luna as New Community Security Director
Miguel Luna takes the lead as the New Community Security Director for Jewish Long Beach and Jewish Federation of Orange County
The Secure Community Network (SCN), the official safety and security organization for the Jewish community in North America, is proud to welcome Miguel Luna as the new Community Security Director (CSD) for Jewish Long Beach and the Jewish Federation of Orange County. While SCN has had a longstanding partnership with Jewish Long Beach, this new role expands services to the Jewish Federation of Orange County, creating a more unified, integrated, and layered safety, security, and preparedness infrastructure for the surrounding Jewish communities.
Luna will oversee security and preparedness for both federations, which together serve more than 125,000 Jewish residents and over 60 institutions, including synagogues, schools, community centers, and camps. Before joining SCN, Luna retired from the FBI after nearly 25 years as a Supervisory Special Agent. He led investigations into white-collar crime, counterterrorism, violent crime, gangs, organized crime, and cybercrime, spending most of his career in the Los Angeles area, including an extended assignment at the FBI Academy.
“I am honored to serve as Community Security Director for Jewish Long Beach and the Jewish Federation of Orange County,” said Miguel Luna, SCN’s Orange County/Long Beach CSD. “My priority is building strong partnerships with our synagogues, schools, and community institutions, ensuring that every member of our community feels safe, supported, and prepared. Together, we can create a security framework that protects and strengthens Jewish life across the region, fostering a welcoming and resilient community.”

“This partnership marks an important step in strengthening the safety and resilience of the Jewish community in Orange County,” said Erik Ludwig, President & CEO of the Jewish Federation of Orange County. “We are grateful to the leadership of Federation’s Rose Project for turning this vision into reality, ensuring that every Jewish institution—large or small—can access the resources, expertise, and support needed to help our community thrive in security and trust.”
This program was made possible through the partnership of the Jewish Federations serving the region, along with local donors, community partners, and national supporters. Funding to launch the program is provided by SCN and Jewish Federations of North America through the $130 million LiveSecure campaign, the largest philanthropic effort ever undertaken to establish a comprehensive, standards-based collective security framework for Jewish communities across North America.
“During these extremely difficult times, Jewish Federations have made it our mission to ensure that each of our 141 Federation communities has the resources and knowhow to secure their respective community,” said Gary Torgow, Chair of Jewish Federations of North America. “In that regard, we are so pleased to see that these communities are taking steps to grow their security program in such important ways.”
The Jewish Long Beach and Orange County program joins a growing network of regional security programs led by SCN and supported by Jewish Federations across the country. Each program follows SCN’s “all threats, all hazards” model and is directly connected to SCN’s national operations, including the Jewish Security Operations Command Center™ and Duty Desk. These programs, informed by the National Jewish Community Security Standards (NJCSS), deliver best-in-class resources, intelligence sharing, and coordinated response capabilities tailored to the specific needs of Jewish communities as well as best-practice security resources and support related to policies, procedures, physical security, facility assessments, training, and incident response.
