Responding officers learned that Cook, who had an outstanding felony warrant out of San Francisco County for weapons and explosive device violations, had barricaded himself with his 1-year-old child in the back bedroom of the residence, police said.
Officers were establishing a perimeter around the residence when Cook jumped from a two-story structure onto the ground level and tried to run from the scene, leaving the child in the residence unharmed, police said.
Cook ran across all lanes of traffic on Sir Francis Drake Boulevard toward a residential neighborhood and was seen jumping into a dumpster.
