At 10 a.m. (subject to change), the Board will announce the winners of the annual Innovation Recognition Awards, otherwise known as The Innys. Encouraging innovation among County employees is a critical strategy as the County works hard to keep pace with a rapidly changing environment and community. The awards enhance employee engagement and build momentum toward additional efforts to innovate as an adaptation to our challenging economic realities.

2. Unassigned Year-End Fund Balance Allocations Preview
The Board will hear a request from the County Administrator to authorize allocation of an additional $3,896,463 from fiscal year 2013-14 unassigned year-end fund balance for specific one-time allocations. The one-time resources are available for Board allocation, and staff is recommending the following expenditures: Road and Bridge Program ($1.95 million); one-time reserves ($1.95 million); December storm damage ($400,000).

3. Marin County Fair Sponsorships

The Board will hear a request from the Cultural and Visitor Services Director to adopt a resolution authorizing the Director to accept sponsorships for the Marin County Fair by reputable companies and excluding sponsors of alcohol, tobacco and firearms, in keeping with the family-friendly purpose of the fair. Ticket sales only cover a portion of annual expenses for the fair, and sponsorships would provide additional revenue.

4. Changes to Planning Division Fees
Preview
The Board will hear the first reading of an effort to repeal ordinance No. 3579 governing Planning Division fees. Historically, Planning Division fees have been established by uncodified ordinances for zoning, land-use applications, environmental review documents and other planning-related services. Adoption of fees through a Board resolution is a more efficient process and would comply with state law. Staff recommends repealing the existing fee ordinance and scheduling a merit hearing for 10:30 a.m. June 2.

5. Agreement with Marin Healthcare District
Preview
The Board will conduct a merit hearing about an ordinance amending Chapter 23.08, Chapter 23.18, and Chapter 24.04 of the Marin County Code related to stormwater pollution prevention. The Board conducted a first reading of this ordinance on April 28. The code changes are necessary to comply with the National Pollutant Discharge and Elimination System 2013 General Permit. The changes must be adopted by June 30.

6. Appointments to Advisory Boards and Commissions

The Board will consider one vacancy on the Aviation Commission and one on the Children and Families Commission.
