With just days left before the April 2 election, a Los Angeles County civil grand jury report released this week slams Glendale for using its utility "as a piggy bank" to offset budget deficits.
Voters on Tuesday will decide whether to pass Measure B, a city ballot measure that could transform how the city collects tens of millions of dollars from Glendale Water & Power's electricity fund.
