4-Hour Standoff At Apartment Ends In Man's Arrest: Napa PD

NAPA, CA — A Napa man is behind bars following a nearly four-hour standoff with police at an apartment building early Monday morning.

Carlos Enrique Flores, 34, has been charged with assault with a deadly weapon, terrorist threats and probation violation. Napa police said he peacefully surrendered after a SWAT team fired chemical agents into his apartment.

Shortly before 8 a.m., Napa Central Dispatch received a 911 call from residents in the apartments at 1600 Pueblo Avenue.

According to Napa police, the caller reported that a family member, Flores, was under the influence of drugs and had attempted to stab a resident with a knife. The caller and a second victim were instructed to evacuate and meet with responding officers.

In that incident, police said he was arrested for assault with a deadly weapon as well as arson. Carlos is currently on probation as a result of that arrest.

Patrol units, using trained negotiators, attempted to communicate with Flores to gain his
voluntary compliance to surrender, according to the police department.

Police said Flores appeared at the door briefly, then closed the door to the apartment. Officers continued to communicate in English and in Spanish to gain voluntary compliance.

The Napa Police Department’s Crisis Response Unit, which is comprised of SWAT, CNT
(Crisis Negotiations Team, and Tactical Dispatch, was activated to relieve patrol units and to
take Flores into custody safely.

Napa Sheriff’s Department, Napa Fire Department, American Medical Response, PG&E, Napa County Law Enforcement Chaplaincy and Public Works also responded to support the Crisis Response Unit.

Police said an arrest warrant for Flores' as well as a search warrant for the address was issued by Napa Superior Court.

At 11:48 a.m., after about fours of unsuccessful attempts at voluntary compliance, the SWAT Team deployed chemical agents into the apartment where Flores was located. Flores then exited and peacefully surrendered to the SWAT team. He was then taken into custody, police said.
