The altercation was reported about at about 4:15 p.m., police said.
Responding officers found the suspect with blood on his face and head. But when they tried to take him into custody, he ran from the motel parking lot onto Cleveland Avenue, according to a police news release.
Fink then tried to carjack a Honda Civic headed northbound on Cleveland Avenue, police said.
Officers released a police dog, which bit the suspect on the leg -- at the same time that the driver of the car accelerated, police said. Fink was dragged about 200 feet before letting go.
When officers then tried to subdue Fink, he refused and punched, kicked, spat on them and tried to bite them, according to police.
The victim and suspect didn't know each other, and neither of them were staying at the motel, according to police.
