Rolling Hills Estates Awarded Federal Funding for Stormwater Resilience Projects
Congressman Ted Lieu Secures Federal Funding to Support City of Rolling Hills Estates' $1 Million Stormwater Infrastructure Upgrades
The City of Rolling Hills Estates is pleased to announce that it has been awarded $750,000 in federal funding through Congressman Ted Lieu and the U.S. Department of Agriculture’s Rural Utilities Service under the Agriculture, Rural Development, Food and Drug Administration, and Related Agencies Act. This significant investment will support critical storm drain repairs throughout the City as well as construct a Dry Well Infiltration Basin. Championed by Congressman Ted Lieu, the funding helps ensure the City can move forward with essential repairs and upgrades that enhance safety, protect public and private property, and improve environmental conditions throughout the region.
“This project reflects the City’s commitment to both public safety and environmental stewardship,” said Mayor Debby Stegura. “By investing in our stormwater infrastructure, we are reducing flood risks, preventing system failures, and protecting waterways from storm-driven pollution. We are proud to advance this work with strong federal partnership and are grateful to Congressman Ted Lieu for his leadership in securing this funding for Rolling Hills Estates.”
The Dry Well Infiltration Basin and related improvements will naturally filter and infiltrate stormwater runoff, reducing the volume flowing into the Los Angeles Harbor and decreasing pollutants carried from the Palos Verdes Peninsula. The $1 million project enhances stormwater system reliability following years of unprecedented rainfall and strain on the region’s aging infrastructure. Recent severe storms across Southern California have underscored the need for enhanced flood-mitigation and climate-resilient systems.

Congressman Lieu noted “:Southern California has been getting hammered by severe rainstorms, which is stress testing our region’s critical infrastructure. Heavy rains in communities like Rolling Hills Estates can lead to dangerous and destructive flooding and land movement. This is why I fought for and secured the federal funding or Rolling Hills Estates to improve their storm water infrastructure. By repairing old storm drains and installing a new system to divert storm water, we can curb the harmful impacts of the unprecedented rainfall and flooding we’ve seen in the last few years.”
These improvements will strengthen the City’s ability to manage storm water sustainably, reduce the likelihood of surface failures, and protect both infrastructure and the surrounding natural environment. The project represents an important step toward enhancing the community’s resilience to future severe weather events while supporting the City’s dedication to investing in infrastructure that preserves environmental health and ensures the safety and well-being of its residents.
