Pleasanton Appoints New Director Of Human Resources

Xaviera Scoggins has served as the interim director since March, following 19 years with the city.

PLEASANTON, CA — Xaviera Scoggins will serve as Pleasanton’s director of human resources and labor relations, the city announced. Scoggins has been serving as interim director since March, following the departure of Veronica Thomas, and began her permanent role Monday.

Scoggins has more than 25 years of experience in human resources, 19 of which were spent working for the city of Pleasanton. Most recently, she served as the city’s human resources manager. Before coming to Pleasanton, Scoggins worked as a human generalist at PeopleSoft in Pleasanton, an Oracle company providing human resource management systems.

In her new role, Scoggins hopes to modernize and streamline the recruitment process, strengthen relationships with labor representatives, and develop a near-term work plan to prioritize human resources development initiatives. She is an active member of the California Public Employers Labor Relations Associations, the Council of Self-Insured Public AGencies, and the Local Agency Worker’s Compensation Excess Insurance, where she serves on the board.
