Pleasanton Council To Discuss 697-Unit East Lakes Project
The proposed site would build 697 units on land currently part of the Livermore Airport Protection Area, and include senior housing.

PLEASANTON, CA — The Pleasanton City Council will review initial plans for the East Lakes Residential Development Project, which will build 697 new homes in East Pleasanton. The applicant, San Mateo-based real estate firm SteelWave LLC, is presenting their preferred plan for the development, and seeking council input before submitting a formal application. Key discussion points will include residential use in the Livermore Airport Protection Area (APA), the proportion of age-restricted housing, the clustering of affordable housing units, and the inclusion of a gated, age-restricted section.
Under the current plan, 85% of units are open to all ages, while 15% are reserved for senior citizens. The plan also features 100 on-site inclusionary units reserved for low-income households earning up to 50-60% of the Area Median Income. Council members will discuss whether these will be age-restricted or open to all households, and whether they should be clustered or dispersed throughout the site. They will also discuss whether the developer should be allowed to pay in-lieu fees for some of the inclusionary units, and whether the age-restricted portion should remain gated.
The council will also discuss whether to allow residential development in the APA should be included in the plan, and how to comply with airport land use laws. City staff is recommending residential development in the area, and proceeding with the highest unit density feasible to support infrastructure costs and Regional Housing Needs Allocation goals.
