4 Cited in 'Shoulder-Tap' Operations

The Redondo Beach Police Department conducts two shoulder-tap and minor decoy operations in South Redondo Beach.

Redondo Beach police cited four adults in May and June after conducting a pair of shoulder-tap operations in South Redondo Beach funded by a grant from the Department of Alcoholic Beverage Control, the announced Tuesday in a news release.

During the operations—conducted on May 25 and June 15—the department sent out minor decoys to purchase alcohol from a total of two different "on-sale" establishments, meaning that people who purchase alcohol can consume it on the premises, according to police Sgt. Jon Naylor. Decoys also tried to buy alcohol from 11 different off-sale establishments, where people who purchase alcohol can't consume it on the premises.

The decoy was able to purchase alcohol from on-sale establishment on the International Boardwalk and off-sale establishment on Catalina Avenue, Naylor said. Adults at both locations were cited.

Additionally, the decoys asked 23 adults to buy them alcohol at seven different establishments; two of the adults took money from the decoys, bought the alcohol and gave it to the decoys, Naylor said. The two adults were also cited.

According to the news release, the ABC grant is designed to reduce underage drinking through enforcement and educational programs and is part of the ABC Minor Decoy/Shoulder Tap Grant Project.
