"Based on preliminary information, it appears the victim intentionally targeted the victim walking with a group on the sidewalk of the 600 block 16th Street," Campbell said in a statement.
"The suspect approached the group and shot the victim multiple times. It does appear the suspect intentionally targeted the victim and not the people around him. The suspect then ran to a nearby vehicle and drove away northbound, then eastbound towards the 94 Freeway."
It was unclear what motivated the shooting, and detectives were continuing an ongoing investigation.
Anyone with information regarding the shooting was urged to call the SDPD Homicide Unit at 619-531-2293. Tipsters who prefer to remain anonymous can call Crime Stoppers at 888-580-8477.
