Prosecutors say the suspect, who has a history of prior arrests and mental health concerns, is jailed on assault and battery charges while a judge weighs sending him to a state hospital in a separate case. 
• When Bay Area PG&E substations caught fire, inspectors had already raised red flags (pressdemocrat.com) — State audits found missing bolts on equipment at a PG&E substation structure in San Carlos, part of a wider pattern of safety and maintenance problems across Bay Area facilities. After two major substation fires caused large outages elsewhere, regulators and watchdogs are questioning whether PG&E is investing enough in basic equipment upkeep and customer safety.
