Murgo said it was just before 3:30 p.m., when police and fire responders were called to the area of Mill Street and Foxon Road for a report of an unresponsive man. When first responders arrived, East Haven Fire Department medics immediately began life-saving measures.

Murgo said that surveillance video "showed the male traveling northbound on Mill Street on an e-bike when he stopped to pick up what appeared to be a 2x4 left in the roadway."
