East Haven Mayor Orders Evacuation, Declares State Of Emergency

The declaration permits the town to pursue state and federal aid for costs associated with anticipated damages from Hurricane Henri.

EAST HAVEN, CT — In anticipation of the arrival of Hurricane Henri, and the resultant significant concerns about downed trees, downed power lines, structural damages, flooding, and storm surge throughout the town, Mayor Joseph Carfora has issued a mandatory evacuation order for parts of the East Haven shoreline.

Residents of the following streets have been ordered to evacuate by 9 p.m. Saturday:

Residents that need to relocate can utilize regional shelters at the North Branford Intermediate School on Foxon Road, available at 6 p.m., and Career High School on Legion Avenue in New Haven, available at 7 p.m. Evacuees are encouraged to stay with family or friends rather than use shelters. COVID testing will be onsite for evacuees.

Once the storm passes, charging stations will be located at the Bradford Manor Fire Station Hall at 84 George Street and the East Haven Senior Center at 91 Taylor Avenue.

A sand bag station has been established at the Rear Town Beach Lot for residents who need sand and sandbags. Sandbags are incoming from Rocky Hill and should be onsite soon.

The mayor has declared East Haven to be in a state of emergency. The declaration permits the town to pursue state and federal aid for costs associated with the anticipated damages from the storm. The declaration authorizes Fire Chief/Emergency Management Director Matthew Marcarelli to procure, process and coordinate all inquiries and requirements necessary to obtain state and federal assistance.

Along with emergency management staff Fire Chief Matt Marcarelli and Police Chief Ed Lennon, Carfora is receiving regular updates from the state of Connecticut, as well as monitoring all available forecasts. The storm, until recently identified as a tropical storm, has now been upgraded to a hurricane.

Henri is forecast to continue moving up the U.S. east coast Saturday, remaining 200 to 300 miles off-shore. It is expected to continue to strengthen gradually Saturday afternoon as it crosses the warm Gulf Stream waters east of the Carolinas and Virginia.

The first effects of Henri are now expected to begin between 6 and 10 a.m. Sunday. Wind and rain are expected to steadily increase during the late morning and through the afternoon. The storm is currently forecast to make landfall near Madison on Sunday between 6 and 7 p.m., with sustained winds of 70 MPH and gusts to 85 MPH.

As part of the storm preparation, the emergency management staff met with public services to ensure they are in a state of readiness for storm response and recovery. All personnel have been placed on alert that they may be expected to work extended hours to clear roads of debris and downed trees. Additional firefighters and rescue personnel and law enforcement personnel are on duty. All trucks have been fueled, and town buildings prepared for the storm.

Residents are encouraged to follow some simple guidance ahead of the storm:

  • Charge any electronic devices that may be needed in the event of a power outage: cell phone, CPAP or any other rechargeable devices;
  • Gather supplies, flashlight, food, water, medications in the event you have to leave home or stay have to stay home for a while;
  • If using a generator, make sure it is far away from the home to avoid carbon monoxide gas getting into your home. Never operate a portable generator inside your home;
  • Never travel through standing water, it may be deeper and faster than you think;
  • Never approach downed power lines, assume they are energized. Outages can be reported by calling UI at 1-800-722-5584;
