Horse Training Facility Proposed On Major Enfield Parcel, Town Documents Reveal
The applicant is requesting a special permit to be able to operate a horse training facility on a 59.3-acre parcel.
ENFIELD, CT — Seafood Delight Farms LLC, of Somers, and Nicholas Vamvilis, of the Maine Fish Market, is proposing construction of a horse training facility at 20 Oliver Road, according to plans filed with the Planning and Zoning Commission.
The plans are pending before the zoning commission and a public hearing is scheduled for 7 p.m. Thursday, July 10 at Enfield Town Hall, 820 Enfield St.
The applicant is requesting a special permit to be able to operate a horse training facility on a 59.3-acre parcel, which falls under a commercial recreation use per the zoning regulations. This facility is similar to Lindy Farms in Somers, which was also a special permit to allow a horse training facility, according to documents.

Its proposal includes a half-mile oval track, three barns ranging in sizes from 7,200 SF to 8,550 SF and a gravel parking lot, according to plans filed with the town.
A 13.2 acre conservation easement is proposed in the western corner of the site behind the racetrack, according to plans filed with the town. Bathrooms are proposed inside the barns, according to the proposal. The inside of the track will hold a series of paddocks for training or holding, with the landscaped material being a grass field and hay, plans reveal.

Minor exterior lighting is proposed by the doorways on the barns. The proposed barns will be single story-12 feet in height. No outdoor seating is proposed, according to the application.
The proposal includes a 12 space parking lot behind one of the barns on the north-west side of the site.
This property is located on the south side of Oliver Road with I-91 abutting the western side. The northern portion is wooded with an intermittent stream. The existing driveway is partially paved towards Oliver Road and then becomes a dirt driveway and leads to an abandoned house at the edge of the tree line.
The central portion of the property is a hay field and extends southerly and westerly to the I-91 highway line. The southern portion of the property and a 240-foot-wide strip along the eastern edge of the property are wooded.
