Man Charged With Sexual Assaults Of Young Girl By Enfield Police
The sexual abuse began when he was living in Manchester and continued when he moved to Enfield about four years ago, according to police.

ENFIELD, CT — A man already in custody since early March on charges of sexually assaulting a young girl in Manchester was served with additional charges Thursday by Enfield police during a court appearance.
Todd Allard, 41, was initially arrested March 6 by Manchester police and held on $500,000 bond on charges of first-degree sexual assault, risk of injury to a child and illegal sexual contact with a victim under age 13. A warrant obtained by Enfield police outlined three counts each of the same charges, with an additional bond of $500,000, later reduced to $250,000.
Allard remains in custody at the Garner Correctional Institution in Newtown, according to Department of Correction records. He is slated to return to court April 16.

According to a heavily-redacted affidavit from Enfield police supporting Allard's arrest, he admitted he began inappropriately touching the girl when she was about two years old, and the abuse occurred on a regular basis for about four years, beginning when he lived in Manchester and continuing when he moved to Enfield around 2019.
Allard told police no cameras were present in the houses where the abuse took place, and "he never took pictures or videos" of the girl naked or while he was touching her. He also claimed "he does not look at child pornography, he has never searched for it online, and he has never uploaded or traded child pornography," according to the affidavit.

He stated, "He knows what he did was a crime," and "he wants to plead guilty to spare [the victim] any further trauma," according to the affidavit.
