Teen Who Injured 2 Troopers In Enfield Collision Is In U.S. Illegally, ICE Says
ICE has interest in deporting the 18-year-old, who was driving too fast for conditions when he lost control of his Acura last Thursday.
ENFIELD, CT — A teenage driver who lost control of his car on Interstate 91 northbound in Enfield last week, hydroplaning through standing water before striking a state police vehicle and injuring two troopers, is in the United States illegally from Ecuador, according to the Department of Homeland Security.
Joel Alexander Caica Nishve, 18, came to the United States illegally in 2023, according to a statement from a DHS official.
ICE officials said in a news release that Caica "was released into the U.S. under the Biden administration in 2023."

"On July 10, 2025, he was charged with reckless driving after he was involved in a car accident that seriously injured two Connecticut State Troopers. ICE has lodged a detainer for his arrest," ICE officials said in a statement.
U.S. Immigrations and Customs Enforcement, or ICE, has interest in deporting Caica, who was driving too fast for conditions when he lost control of his Acura last Thursday morning. The car spun out and crossed two lanes of the highway, striking a cruiser which had responded to an earlier accident call.

The impact pushed the cruiser forward, striking Trooper Christopher Genovese and a second police vehicle, which contained Trooper Matthew Cerri in the driver's seat. Genovese was taken to Hartford Hospital with serious but non-life threatening injuries, while Cerri incurred minor injuries and was treated at the same facility, according to a police report.
