Parsa Fooladband, 24, of Canterbury Lane, Farmington, was charged with failure to drive in the proper lane, operating a motor vehicle with unsafe tires, reckless driving, and illegal operation of a motor vehicle under the influence of alcohol/drugs at 5:57 p.m. He will appear in court July 8.
