Outgoing BET Members Honored By Town Of Greenwich
First Selectman Fred Camillo issued proclamations to six members who are departing the Board of Estimate and Taxation.

GREENWICH, CT — Several outgoing Board of Estimate and Taxation members were recently honored for their years of service to the town.
First Selectman Fred Camillo issued proclamations to six members who have now departed the board following this year's final meeting on Dec. 15: David Alfano, Nisha Arora, Karen Fassuliotis, Lucia Jansen, Scott Kalb, and Leslie Moriarty.
"I want to thank all of you for all the work that you do. I say this every year, but it's a thankless job at times, and even sometimes if we don't agree, your job is one of the toughest ones in the town. Just know that most people in town, the overwhelming majority, do appreciate all that you do," Camillo told the board.

In 2026, the BET will have a new look and a new chair. Democrats won control of the powerful finance board with the most votes during the Nov. 4 election.
The new board will feature Democrats Elliot Alcheck, Matt DesChamps, Laura Erickson, Stephen Selbst and David Weisbrod.

Republican members will include Sally Eddy Bednar, Joshua Brown, Harry Fisher, Joe Kelly, Joe Pellegrino and Leslie Tarkington.
Here are the proclamations for the departed board members, as given by Camillo:
David Alfano
WHEREAS, The members of the Greenwich Board of Estimate and Taxation spend countless hours in service to the Town of Greenwich; and
WHEREAS, David Alfano was elected to the BET in 2024 and brought his expertise as a Certified Public Accountant, Chartered Global Management Accountant, and Personal Financial Specialist to his service on the Board. During his tenure on the BET, he chaired the Audit Committee and served on the Investment Advisory Committee, applying his extensive background in accounting and financial management to benefit the Town; and
WHEREAS, Prior to his service on the BET, David served on the Representative Town Meeting from District 12 for 2 years and he is the founder of Alfano & Company, LLC, bringing decades of professional accounting expertise to his public service; and
WHEREAS, Beyond Town government, David served for 4 years on the Board of Trustees of the First Congregational Church of Greenwich, demonstrating his commitment to community stewardship; and
WHEREAS, David and his family have been residents of Greenwich for 56 years, where his children attended Greenwich Public Schools; and
WHEREAS, David is leaving the Board of Estimate and Taxation at the end of this term.

Nisha Arora
WHEREAS, The members of the Greenwich Board of Estimate and Taxation devote countless volunteer hours in service to the Town of Greenwich; and
WHEREAS, Nisha Arora was elected a member of the BET in November 2021 and was re-elected in 2023, serving on the Budget Committee and chairing the Investment Advisory Committee. Throughout her service, Nisha focused on transparency, rigorous financial review, and the thoughtful application of private-sector practices to the Town's budgeting process, while providing oversight and strategic guidance on the Town's cash management, investment practices and pension performance; and
WHEREAS, Outside of Town government, Nisha has demonstrated a long-standing commitment to community and civic leadership. She co-founded and led the India Cultural Center of Greenwich, served on the boards of YWCA Greenwich and Teach for India USA and currently serves on the board of the Connecticut Mirror; and
WHEREAS, Nisha brings extensive professional experience and a strong dedication to the Greenwich community, and she and her husband, Harry, have lived in Town since 2010 with their three children and have been active contributors through their civic involvement; and
WHEREAS, Nisha is concluding her service on the Board of Estimate and Taxation at the end of her term.

in the Town of Greenwich and encourage all our citizens to join me in recognizing Nisha’s dedicated service and contributions to our community.
Karen Fassuliotis
WHEREAS, The members of the Greenwich Board of Estimate and Taxation spend countless hours in service to the Town of Greenwich; and
WHEREAS, Karen Fassuliotis was elected a member of the BET in November 2017 and was then reelected to three more terms. During her tenure on the BET, she briefly served as Chair of the BET and served three terms as Vice Chair. She also served briefly as Board Clerk. Karen Chaired the Law Committee, Human Resources Committee, and Policy and Procedures Committee. She served as the BET representative on the Cohen Eastern Civic Center Advisory Building Committee, and also served as a liaison to the Law Department, Human Resources Department, Assessor, The Nathaniel Witherell Board, the Parks & Rec Board, and the RTM Legislative and Rules Committee; and
WHEREAS, Prior to being elected to the BET Karen began her public volunteer service in 2007 as a member of the RTM from District 7 and was chair of the RTM’s Human Services Committee for one term; and
WHEREAS, In addition to her service on the BET and RTM, Karen has provided countless pro bono hours through the Greenwich Probate Court representing Greenwich residents who cannot afford legal representation ; and
WHEREAS, Karen began the town’s tradition of raising the Greek flag on March 25th to commemorate Greek Independence Day, a celebration which has grown every year; and
WHEREAS, Karen has represented the BET in many public forums recognizing the contributions of area residents, including military veterans and Greenwich Girl Scouts. She is a long-time resident of Greenwich and a proud graduate of Greenwich High School; and
WHEREAS, After an unsuccessful candidacy for re-election to the board, Karen is leaving the Board of Estimate and Taxation at the end of this term.

Lucia Jansen
WHEREAS, Board of Estimate and Taxation members spend countless volunteer hours on behalf of the Town of Greenwich; and
WHEREAS, Lucia D. Jansen has completed her term of service on the BET where she served on the Audit and Human Resources Committees, the Riverside Elementary School Feasibility Committee and as BET liaison to the Department of Public Works and Department of Parks and Recreation; and
WHEREAS, Prior to her service on the BET, Lucia served 18 years on the Representative Town Meeting from District 7, where she chaired the Budget Overview Committee from 2014 to 2024, served on the Labor Contracts Committee from 2013 to 2018 and was Vice Chair and Secretary on the Parks & Recreation Committee from 2005 to 2011; and
WHEREAS, Outside of Town government, Lucia has served in various leadership positions for school PTAs as well as on the board of the Friends of Greenwich Library and Greenwich Green & Clean, demonstrating her continued commitment to the community; and
WHEREAS, Lucia and her husband have been Greenwich residents for more than 30 years and have raised their daughter here, a graduate of GHS; and
WHEREAS, Lucia is leaving the Board of Estimate and Taxation at the end of this term.

Scott Kalb
WHEREAS, The members of the Greenwich Board of Estimate and Taxation spend countless hours in service to the Town of Greenwich; and
WHEREAS, Scott Kalb was elected to the BET in 2024 and brought distinguished expertise as the founder and current CEO of KLTI Advisors, and founder and current Director of the Responsible Asset Allocator Initiative at the Fletcher School. During his tenure on the BET, he served on the Human Resources Committee and Investment Advisory Committee and was liaison to the Department of Public Works and the Retirement Board, applying his extensive background in finance and investment management to benefit the Town; and
WHEREAS, Prior to his time on the BET, Scott served on the Representative Town Meeting from District 7 for four years and was Secretary of the Legislative and Rules Committee. He also dedicated two years to the First Selectman's Waste Management Committee and four years as RTM liaison to the Retirement Board; and
WHEREAS, Scott's professional career includes serving as the former Chief Investment Officer of the Korea Investment Corporation, Korea's 200-billion-dollar sovereign wealth fund, current Chairman of the Sovereign Investor Institute at Institutional Investor, consultant to the World Bank IFC, and member of the Advisory Board of the Private Capital Research Institute at Harvard; and
WHEREAS, Scott has served for 10 years on the Temple Sholom Endowment Investment Committee, demonstrating his commitment to community stewardship; and
WHEREAS, Scott and his family have been residents of Greenwich for 27 years; and
WHEREAS, Scott is leaving the Board of Estimate and Taxation at the end of this term.

Leslie Moriarty
WHEREAS, The members of the Greenwich Board of Estimate and Taxation spend countless hours in service to the Town of Greenwich; and
WHEREAS, Leslie Moriarty was elected to the BET in 2015 and has served with distinction for 10 years, consistently advocating for data-based, multi-year planning and supporting necessary investments to meet community priorities. During her tenure on the BET, she was Minority Caucus Leader from 2021 to 2025, served on the Budget Committee for 8 years including 2 years as Chair, and chaired the Debt and Fund Balance Policy Committee for 2 years. She also served on the Human Resources Committee and Investment Advisory Committee; and
WHEREAS, Leslie was instrumental in developing a more robust financial modeling tool that strengthened the Town's fiscal planning capabilities and served as BET liaison to the Schools, Department of Public Works, and Finance Department. She also dedicated four years to the GHS Entryway Building Committee from 2021 to 2025; and
WHEREAS, Leslie began her service to Greenwich as Co-President of the North Street School PTA and was the vice president and president of PTA Council before being elected to the Board of Education where she served for 8 years, including as Secretary, Vice Chair, and 2 years as Chair. She also served on the GHS Performing Arts Center and Music Classroom Building Committee from its inception in 2008 through completion in 2017 and was a member of the Representative Town Meeting from 2014 to 2015; and
WHEREAS, Leslie has lived in Greenwich with her husband and family for 33 years, where all three of her children graduated from Greenwich Public Schools, and she was recognized by YWCA Greenwich with a Women Who Inspire award in 2024.
