2 Arrested After Highway Laser Pointer Incidents In Manchester: Police

MANCHESTER, CT — A laser-pointing incident has been reported on Interstate 84 in Manchester, state police said.

At about 8:30 p.m. Monday, a 911 caller reported that an occupant in a vehicle was pointing a green laser at other drivers and vehicles on the westbound side of I-84 in the area of Exit 61 in Manchester, state police said.

A civilian began following the vehicle, described as a black Toyota Prius, and updated Troop H dispatchers on its location as the two vehicles west. The Toyota continued onto I-91 south before Troopers located it in the area of Exit 27 in Hartford, state police said.

According to an incident report, a traffic stop was conducted, and the operator was identified as Manuel Dominguez-Liz, 25, of Camden, NJ. While speaking with Dominguez-Liz, a green laser pointer was located on his lap in plain view while he was in the driver's seat, state police said.

Dominguez-Liz initially admitted to pointing the laser but then stated that his passenger, identified as Mabel Parrot 38, of East Brunswick, NJ, was the one who was using the laser to point it at signs while they were driving, according to an incident report.

Both Dominguez-Liz and Parrot stated that they were just having fun pointing the laser at signs on the highway as they passed by. Dominguez-Liz and Parrot were both placed under arrest without incident and transported to Troop H for processing, where they were charged.
