Manchester Republican Town Committee files formal complaint with State Election Enforcement

Republicans urge Democratic Mayoral candidate Jay Moran to return unlawful donations and follow Connecticut election laws.

Manchester, CT — October 24, 2025

The Manchester Republican Town Committee (MRTC) has filed a formal complaint with the Connecticut State Election Enforcement Commission (SEEC) requesting that Democratic Mayoral candidate Jay Moran return $8,500 in illegal campaign contributions and stop accepting unlawful donations.

“It is disappointing to learn that Jay Moran, who has been in office for many years, would blatantly ignore campaign finance law,” said MRTC Chair Audra Ricci. “Our Republican candidate, Zach Reichelt, has strictly adhered to campaign finance limits and is at a competitive disadvantage when his opponent ignores the law.”

Under Connecticut law, the position of Mayor of Manchester is classified as a municipal office, not a chief executive position. Contribution limits for municipal candidates are $250 for individuals and $375 for traditional PACs.According to Moran's October 10th campaign filing, his campaign accepted $500, $1,000, and $1,500 contributions — all exceeding legal limits.

Refusal to return these contributions could result in fines, civil penalties, or potential criminal charges.
