SECOND-DEGREE FAILURE TO APPEAR — At 7 a.m., Michael Detoro, 23, of East Main Street turned himself in on an outstanding warrant from Cromwell Police.

NON-STUDENT POSSESSING DRUG PARAPHERNALIA NEAR SCHOOL — At 8:30 a.m., police were called to an apartment on Liberty Street for an unwanted person, Rachel F. Larkin, 31, of no certain address. The report says the caller told police her son had a prostitute in the apartment and Larkin had been very nasty to her and she'd seen needles and a crack pipe in Larkin's purse. Larkin was found with four used hypodermic needles (for heroin, the report says), one full of blood, a crack pipe and small metal screwdriver that was burnt on the end.

THIRD-DEGREE CRIMINAL MISCHIEF, DISORDERLY CONDUCT, THIRD-DEGREE ASSAULT — At 12:37 a.m., a man called police about his stepdaughter and ex-boyfriend, Bradley Belcher, 27, of Elise Drive, Waterbury, who were involved in a domestic disturbance. The report says the two have been dating and living together, while Belcher is on probation for a 2005 first-degree robbery conviction and the daughter fled to her stepfather's Cromwell home for refuge. The report says the apartment was in disarray with broken glass and coins. The victim told officers she texted Belcher to get his possessions by 4 p.m. earlier that day and when he arrived at 7 p.m. he began insulting her, pushed her and threw her cell phone off the porch, then pushed her on the couch. Police say Belcher rummaged through her closet and threw her robes at the victim, broke things and pushed her and when she locked the door, he tried to get back inside by using a credit card. On NewYear's Eve, the victim added, the fought and Belcher choked her but she never reported it. Later Belcher told officers the victim broke his possessions so he broke hers, admitted to throwing the cell phone but said he never touched the victim.

OPERATE UNREGISTERED VEHICLE, IMPROPER USE MARKER PLATE, INSURANCE COVERAGE FAILS MINIMUM — At 8:48 p.m., Richard M. Smith, 54, of Liberty Street was driving a van at Main Street and Hartford Avenue without a seat belt.
