Wesleyan Student Found Unconscious, Fights With Police: Report

An 18-year-old student allegedly punched and scratched Middletown officers.

On Sunday, Feb. 21, at approximately 12:43 a.m., Middletown Police Officer Austin Smith was dispatched to meet with Wesleyan University Public Safety, in the area of 21 Vine St.

WPS personnel were alerted to an unconscious man who was lying face down between a retaining wall and a sidewalk on the east side of Vine Street, across from #21.

Personnel requested Middletown Police presence because after awaking the man, he reportedly became agitated.

“Upon my arrival on scene, Officers Stroud and Arroyo were already attempting to identify the individual, but were being met with resistance,” Smith wrote in a police report.

Smith said the student was disheveled, had broken glasses and mud-covered clothing. He was reportedly yelling and swearing. An ambulance crew and WPS employees were on scene.

“The individual continued to be verbally abusive towards both WPS and the police,” Smith said. “He was yelling loudly and using profanity. He was stating that he knew his rights and that the police were violating all of his civil rights. It should be noted that the location was a public sidewalk and that there were people walking by the area that appeared to be concerned by his behavior.”

The student was asked to give police his driver’s license but allegedly refused. Police grabbed his wallet from him and identified him as Charles Loggins, 18, of 11630 Oak Drive, Hernando, MS.

Smith said he tried to ask Loggins where he was staying and if he could walk, but was met with verbal resistance.

“I was trying to assess if he needed medical attention or if he was simply intoxicated and would be able to care for himself,” Smith said in the report. “It was determined that based on his erratic behavior, disheveled appearance and the fact that he was discovered unconscious in public, that he would be transported to the hospital via ambulance for detox.”

Police said it became clear Loggins was not going to be transported willingly.

“Officer Arroyo attempted to grab Loggins’ arm to lead him to the stretcher at the rear of the ambulance,” Smith said. “When Officer Arroyo touched Loggins’ arm, he became physically combative.”

Smith said Loggins allegedly punched Stroud on the left side of his head and scratched Arroyo on his neck.

Once in the police car, Smith said Loggins slammed his head into the plexiglass cage, screamed and spit repeatedly in the backseat. Upon arrival to the police department, Loggins reportedly did not want to get out of the car and was physically removed.

“Loggins was carried into the cellblock and stripped on his personal property and outer garments,” Smith said. “Loggins was then placed in a padded cell designated for emotionally disturbed persons until such a time that he was calm enough to be processed.”

Loggins was charged with:

  • Interfering with an officer
  • Assault of a public safety/emergency medical personnel (two counts)
  • Breach of peace

He was held on a $50,000 bond and issued a Feb. 22 court date.
