Man Accused Of Pepper Spraying Dog During Home Delivery In Montville: PD

Police have lodged cruelty to animals and additional charges, police said.

MONTVILLE, CT — A Norwich man is accused of pepper spraying a dog while making a delivery at a local residence on Friday, police said.

Hayden Chen, 20, of Norwich, was charged with cruelty to animals, second-degree breach of peace, and first-degree reckless endangerment, according to police.

Lt. David Radford said the incident happened on Jan. 2 around 5:13 p.m. at a single family residence in the Oakdale section of Montville.

“During a delivery the accused was suspected of pepper spraying a dog which then caused discomfort within the residence,” police said, in a report.

According to Radford, the delivery was from a retail store. The dog’s condition is believed to be “good,” at this time, police said.

Chen was released on a $10,000 non-surety bond, and he is due to appear in Superior Court in Norwich on Jan. 15.
