No Lowering of Bail for Montville Man Arrested on Sexual Assault Charges

In October 2015, James Bixby, 38, was arrested on charges of sexually assaulting a teenager and risk of injury to a minor.

According to the Norwich Bulletin, Bixby allegedly had sex with a teenage girl while she slept overnight at his Montville home in 2013.

He allegedly assaulted her several times total, from the age of 11 on. The teenager reported that Bixby was inebriated each time of the alleged assaults.

While he told police he did not recall any inappropriate behavior while she was at his house, he admitted something may have happened that he did not remember due to drinking, state police said.

Bixby has been incarcerated since his arrest and a judge denied a proposal to lower his bail. In 1995, Bixby was convicted of sexual assault in the fourth degree and risk of injury to a minor.
