Dog Found Fastened To Tree In South Windsor Park; Police Seeking Info

In an apparently unrelated incident, a man was charged on a warrant with threatening to blow up the Tyler Regional Animal Care Shelter.

SOUTH WINDSOR, CT — A pair of apparently unrelated incidents involving reported mistreatment of dogs, one of which dates back several weeks, has the South Windsor Police Department and the Tyler Regional Animal Care Shelter appealing to the public for assistance.

Around 11 a.m. Monday, police responded to the Frank Niederwerfer Wildlife Sanctuary upon a report of a barking dog. A citizen had found the dog fastened to a tree, with a branch placed through its collar, which prompted an investigation, but cameras on the local residences did not cover the area where the dog was left, the shelter reported.

The collar bears the name "Kobe," and police are asking for anyone with information to contact CSO Kaley Curtis at 860-648-6239.

Also on Monday, a Windsor resident was charged on three active arrest warrants stemming from an early March incident in which he was found inside a stolen car, and another case later that month when he threatened to blow up the animal shelter and threatened a town employee, Sgt. Mark Cleverdon said.

Joshua Sage, 41, was charged with larceny of a motor vehicle, second-degree criminal trover, use of drug paraphernalia, second-degree threatening, second-degree failure to appear, operating under suspension and improper use of a marker plate. He was held on bonds totaling $10,000, and was slated to appear Tuesday in Manchester Superior Court.

In early March, Sage was found passed out in the driver’s seat of a motor vehicle that was later determined to be stolen from Courtesy Auto on Route 5. It had been severely damaged during the theft, and Sage was found to have a crack pipe in the vehicle and had a suspended license, along with the vehicle having a license plate that did not belong on it, Cleverdon said.

Another warrant stemmed from a late March incident in which he threatened to blow up the shelter, along with physically threatening a town employee who works there, due to the
fact his dog was quarantined for biting an officer during the early March arrest, Cleverdon said.
