Jose Martinez, 19, of East Hartford, was charged on March 12 with operating a motor vehicle when license is suspended, misuse of license plates, failure to carry insurance and operating an unregistered motor vehicle. Martinez was released on a $500 surety bond and is scheduled to appear at Manchester Superior Court on March 25.
