SUFFIELD, CT — A Windsor Locks man has been charged in connection with the hit-and-run death of a 20-year-old UConn student in Suffield on Oct. 23.

Frederick Seymour, 58, was charged with evading responsibility in a death or serious injury accident and operating a motor vehicle while under suspension. He is being held on $750,000 bond pending an appearance in court Monday, Police Chief Richard Brown said.

Around 10:30 p.m. on Oct. 23, a vehicle struck Meghan Voisine of Suffield at the intersection of Thrall Avenue and East Street North, or Route 159. She was pronounced dead at the scene, and the road was closed for about five hours as an investigation was conducted.

Police issued a description of the vehicle believed involved in the death, which fled the scene: a newer model smaller white or silver SUV similar to a Jeep Cherokee, with front end damage including a leaking radiator.

Two days after the fatality, police said they had located and seized the involved vehicle, as well as identified a possible driver. A warrant application was granted, and Seymour was arrested, Brown said.
