2. COVID-19 update for Haddam. The town had 10.5 average daily cases per 100,000 residents and a positive test rate of 6.50 percent between March 20 and April 4, according to the state Department of Public Health. 3. East Haddam COVID-19 update. The town had 10.3 average daily cases per 100,000 residents and a positive test rate of 5 percent between March 20 and April 4, according to the state Department of Public Health. Based on information identified by the Department of Energy and Environmental Protection and the Connecticut Department of Public Health there is a recommendation not to eat fish caught from several rivers throughout the state, including the Hockanum River.
